there is no extradition treaty between afghanistan and the united states. it is up to the afghan government to decide on a case by case basis if they will allow these individuals to stand trial in the united states. what has happened is that president karzai has not allow the removal of anyone since june of 2009 when someone was brought to the united states for trial. all i am led to believe that he was upset over the arrest over mr.

why is afghanistan being so difficult? one minute for me to play professor haqqani instead of ambassador haqqani. history, when the soviets left, a lot of regional powers all ended up adopting the different factions of the armed groups in afghanistan that had and created primarily to fight the soviet union. the americans created a vacuum. some groups were adopted by a random, some groups by the russians and subsequently the central asian states, some by our neighbors in india and some by pakistan so you ended up having different groups, having links with different regional actors and regional powers. and so, any reconciliation in afghanistan has to be based on the concept that none of the regional powers will play a role in afghanistan in terms of trying to dictate the outcome of the reconciliation. what can pakistan do? pakistan is willing to facilitate in every way. we still have 2.5 million refugees, afghan refugees in pakistan. the afghans in pakistan said you know, we have the ethnic overlap, the pashtuns in afghanist

we've got all these young people coming back from iraq and afghanistan. have made incredible sacrifices. have taken on incredible responsibilities. you know, you see some 23-year-old who is leading a platoon in hugely dangerous circumstances making decisions, operating complex technologies, these are folks who can perform, but, unfortunately, what we're seeing is that a lot of these young veterans have a higher unemployment rate than people who didn't serve and that makes no sense, so what we would like to do is potentially combine a tax credit for a company that hires veterans with a campaign to have private companies step up and do the right thing and hire more veterans, and one of the things we've done is internally in the federal government, we have minimum wage a huge emphasis on ramping up our outreach to veterans and hiring of veterans, and this has been a top priority of mine. the notion that these folks who are sacrificing for our freedom and our security end up coming home and not being able to find a job i think is unacceptable. >> mr. presiden

there has to be hope for the young men and women on the frontlines of iraq and afghanistan and places around the world. there has to be hope. the reason why i know there is hope is because my own industry, the energy industry, just created a program for veterans who jobs through the energy industry. i'm asking them to create one for 18 to 35-year-olds. businesses are still alive and well. the financial services, the banking entity must be involved in providing access to credit for our smaller businesses who are creating jobs. we are alive and well. and so i believe what we should do is to go forward with a package that is reasonable. that lifts the debt ceiling as we did for everyone else. i would vote for a clean debt ceiling. lift it up. then begin to with great common sense plan our budget and our cuts. mark zahny -- zandi has said that. an economist who worked for a number of republicans, such as john mccain, former presidential candidate. why are we trying to reinvent the wheel? all economists will say, you don't make immediate cuts in this fiscal year, you project them out. just
